Ho Chi Minh City has introduced a comprehensive livestock development strategy for 2026–2030, designed to transform traditional production into smart, sustainable farming systems that prioritize biosecurity and environmental sustainability.
This vision has been endorsed through Decision No. 2616/QD-UBND, approved by the Ho Chi Minh City People’s Committee, marking a major milestone in the city’s agricultural modernization efforts.
Regional hub for breeding and technology
The plan aims to strengthen food self-sufficiency while positioning the city as a regional center for high-quality breeding stock. Ho Chi Minh City will serve as a hub for technical services, veterinary support, and technology transfer to neighboring provinces.
A regional linkage model will be promoted, with the city supplying breeding stock and acting as a major consumption market. Surrounding provinces will coordinate production to ensure a stable food supply for urban consumers.
Growth targets through 2030
The strategy sets ambitious goals to reinforce the city’s role in modern urban agriculture:
- ✅ Production value: Average annual growth of 2-3%.
- ✅High-tech farming: Accounting for 70-80% of total livestock production value.
- ✅ Livestock population: Targeting 1.37 million pigs, 98,000 cattle, and 25 million poultry birds.
- ✅ Breeding capacity: Annual supply of approximately 1.31 million piglets and more than 10,500 breeding cattle.
- ✅ Slaughter modernization: Around 70-80% of livestock and poultry to be processed through centralized industrial slaughtering systems.
Circular agriculture solutions
To achieve these goals, Ho Chi Minh City will implement five key strategic initiatives:
- ✅ Technology-driven zoning management: Develop digital maps to clearly define permitted and restricted livestock zones. Also, accelerate construction of a 200-hectare High-Tech Agricultural Park in An Nhon Tay Commune, specializing in livestock breeding.
- ✅ Production restructuring: Gradually reduce and eventually eliminate small-scale backyard farming in residential areas. Encourage the creation of new-generation cooperatives to strengthen value chain linkages and support modern livestock production.
- ✅ Science and technology breakthroughs: Apply artificial intelligence (AI) and genetic technologies in breeding programs. Also promote circular economy models that convert livestock waste into organic fertilizers to reduce environmental pollution.
- ✅ Disease control and export readiness: Strengthen grassroots veterinary networks and establish disease-free zones that meet international standards for both domestic consumption and export markets.
- ✅ Digital transformation: Develop a GIS-based livestock database system and support farmers in marketing products onto e-commerce platforms.
Toward full industrialization by 2045
By 2045, Ho Chi Minh City envisions a fully industrialized livestock sector. Meat, eggs, and dairy will be produced in closed-loop, biosecure systems supported by digital technologies.
This transformation will contribute to sustainable, ecosystem-friendly urban agriculture and reinforce the city’s role as a regional leader in livestock innovation.
