Vietnam has added animal feed containing narcotic substances or precursors to the list of activities subject to legal control under a revised Law on Drug Prevention and Control.
The amendment aims to strengthen oversight and ensure lawful operations in livestock and aquaculture. It also seeks to prevent misuse while supporting legitimate feed production and trade.
Introduction of new controls
On November 11, Minister of Public Security Luong Tam Quang presented the draft amended Law on Drug Prevention and Control to the 15th National Assembly.
For the first time, the law introduces legal control over the production, import, trade, and use of animal and aquaculture feed containing narcotics or their precursors.
This update marks a significant expansion of Vietnam’s drug control framework.
Impact on feed producers and importers
Under the new provisions, feed producers and importers must register and report the use of controlled substances in their products. The measure aims to close regulatory gaps and align Vietnam’s standards with international practices on drug precursor management.
Industry experts note that while most feed formulas in Vietnam do not use narcotic-related ingredients. However the regulation could affect producers who import or manufacture specialty feed additives. These additives may involve chemical precursors for veterinary use.
Observers say the industry generally welcomes oversight and transparency. They stress the need for detailed guidance to help businesses distinguish between regulated precursors and safe, commonly used additives.
Balancing oversight with practical needs
Livestock and poultry stakeholders are watching how the new rules will be implemented. They support stricter controls to prevent illegal use of stimulants or growth enhancers.
However, they emphasize that regulations must be practical and should not hinder legal feed formulation and production.
Mr Quang stated that the amendment aims to protect animal health and food safety while supporting lawful business operations.
The Ministry of Public Security will work with the Ministry of Agriculture and Rural Development to issue detailed implementation guidelines once the law is passed.
This amendment reflects Vietnam’s broader effort to strengthen oversight of controlled substances across various sectors, including agriculture. It reinforces responsible use and compliance with domestic and international drug control obligations.
