Hanoi has given initial support to BAF Vietnam’s proposal for a 220-hectare multi-story pig farming complex.

Hanoi has given a positive initial assessment of BAF Vietnam Agriculture JSC‘s plan to develop a 220-ha multi-story pig farming complex. The city noted that the concept aligns with its direction toward high-tech and circular agriculture.
The Hanoi People’s Committee Office issued a notice summarizing Vice Chairman Bui Duy Cuong’s conclusions after a meeting on June 4. The proposal includes the centralized, high-tech livestock complex, a multifunctional slaughtering, and a food processing area in Hanoi.
Potential benefits
According to the municipal government, the initial concepts are consistent with Hanoi’s development orientations for high-tech agriculture, centralized livestock operations, and further food processing. If implemented well, it could strengthen food safety, improve productivity, reduce environmental impacts, and modernize the livestock sector.

To ensure compliance with planning and regulations, the Department of Agriculture and Environment has been tasked to lead the review. The department will coordinate with other agencies and local authorities to guide BAF Vietnam in finalizing its proposal.
The department has been tasked to conduct a full review of the proposed multi‑story livestock farming model. It will also examine the centralized slaughtering and food processing facilities within existing planning and development frameworks.
The review will cover sectoral strategies, technical infrastructure, land use, environmental protection, and biosecurity requirements. All assessments must comply with applicable legal standards and align with Hanoi’s broader agricultural development orientations.
Hanoi’s authorities have asked BAF Vietnam to provide more details on its investment plan, expected efficiency, technologies, food safety measures, and biosecurity solutions. The company must also clarify land‑use plans, infrastructure requirements, and environmental safeguards.
Several departments—including Construction, Science and Technology, Finance, and local commune committees—will work together to review the proposal. They are expected to provide timely feedback while ensuring quality and progress in the evaluation process.
At the June 4 meeting, BAF Chairman Truong Sy Ba outlined the company’s multi‑story pig farming project with circular agriculture. The complex, to be located in Bat Bat Commune, would operate as a closed‑loop system, covering the entire process from breeding stock to market‑ready pigs.
The model reduces land use compared with conventional farming. It also lowers feed consumption and cuts labor costs. Raising pigs in multi‑story facilities could also help ease environmental pressures linked to livestock production.
BAF Vietnam has asked Hanoi to approve the investment policy, include the site in Bat Bat Commune in the city’s master plan, and allow the project to proceed under special “green lane” procedures to accelerate implementation.
